Job Description: 

Information Technology is a large, fast-paced environment with a dynamic team of 130 staff, including technology professionals, project managers, analysts, administrative staff, and management. The Program Specialist is responsible for providing critical program coordination for the Finance Department - Information Technology Division within the areas of county-wide email searches, records management, coordination of contracts, program planning and implementation, reports, committees, and administrative support.

  • Conduct research and special studies, collect data and prepare complex reports requiring thorough knowledge of departmental operations, procedures, and regulations.
  • Administer county-wide email searches in computer application.
  • Manage the department records, developing filing and retrieval; indexing, retention, scheduling, storage, and disposal systems for records.
  • Research all applicable rules and regulations concerning records retention.
  • Recommend changes to programs and general operations and oversee their implementation.
  • Explain or interpret complex rules, policies, and procedures and may make decisions within those established policies and procedures.
  • Maintain confidentiality and compliance for time sensitive and complex responsibilities.
  • Ensure timely and organized responses to public records requests, claims and litigation. Assure compliance with applicable laws governing the release of public records and may confer with department's management or attorney.
  • Provide guidance to management, staff, and the general public regarding requests for public records.
  • Review and maintain an awareness of federal, state and local laws and regulations affecting program services and client groups.
  • Assist in the coordination of contracts for specific services.
  • Maintain effective communication with county departments and staff to facilitate and ensure adherence to policies and procedures.
  • Perform administrative and office support functions.

Qualifications:

  • Bachelor degree in public administration, business administration, or a related field and 1 year experience is required or equivalent combination of experience and education.
  • Positions in specific program areas may require program related experience, education and/or training.
  • Public Records Officer certification/experience desired.

SPECIAL REQUIREMENTS AND/OR QUALIFICATIONS:   

  • A valid Washington State driver's license may be required when travel is required of the position.
  • Ability to successfully complete a Pierce County background investigation.  Fingerprint and in-depth criminal history check (limited to the last 10 years) will be required.
