The Department of Corrections is seeking a highly motivated and qualified individual to take on the dynamic role of a Communications Consultant 3 for our Public Records Unit within the Administrative Operations Division. This is a full-time, permanent position located at Department of Corrections Headquarters in Tumwater, Washington.

This position may be filled at the Communications Consultant 2 level with an in-training plan to get to the Communications Consultant 3.

The position acts as an agency expert on disclosure issues and is responsible for consultation, training, research, and consistency among staff throughout the State. The Public Records specialist acts as a key communication hub to facilitate internal and external record exchange while ensuring compliance with the Public Record Act.

Key responsibilities of a Communications Consultant 3 include, but are not limited to:

  • Manage assigned public records workload:
    • Respond to discovery requests related to the Public Records Act
    • Prioritize requests from the external OMBUDS Office
    • Communicate clearly, in writing, to both internal staff and requestors to ensure compliance is met
    • Coordinate with appropriate agency staff to gather records for response to a request
    • Use independent judgement in making agency disclosure denial decisions
    • Maintain a complete and accurate file regarding agency response to a request
    • Track and report hours of work spent on requests
  • Respond to inquiries from agency staff regarding Public Records processes and policy
  • Serve as a resource to agency Public Disclosure Coordinators and Records staff
  • Assist the Public Records Officer with public records projects and/or process and policy development


To qualify for the in-training opportunity, the Communications Consultant 3 required qualifications are as follows:

  • High School diploma or GED equivalent
  • Willing to review records that may contain violent and/or sexually explicit information
  • Demonstrate organization and time management skills
  • Demonstrate skills in writing professional communications

Required qualifications of the Communications Consultant 3 opportunity:

  • One (1) year experience processing records requests pursuant to the Public Records Act.
    This experience must encompass all phases of the public records response, to include corresponding with the requestor, gathering and reviewing records, applying redactions and citing the appropriate exemption(s).
  • Knowledge of the Public Records Act
  • Effectively communicate, independently analyze, and weigh the risks and benefits in decisions relating to public disclosure issues


  • Two (2) years working with the Public Records Act and applying legal exemptions
